I don't drink any alcohols, so this honor bar does nothing to me.
However, my theory is that if Marriott tells everyone that the drinks are free, people would be all waiting in line to get free drink back and forth, and glasses after glasses (or bottles) until they are all drunk...you know how people are.
This is why Mariott can not put "complimentary bar" as one of the concierge lounge benefits.

It's funny, because at some Marriott's, I actually notice the exact opposite - I always fill out the slip but a lot of times I wait till the end to do it - however, at the most recent Marriott as soon as you sat down with the drink, the person manning the concierge bar would drop the slip right next to you. It was actually really annoying because it basically came across as 'don't even think about leaving w/out filling this out'. No big deal but kind of takes away from the 'honor' part.

I'm with the "always fill it out" group at the honor bar.
But after several weeks of staying at one certain property,, the person in charge there just more or less told me to fill out the form when I leave. In other words, just use one form, not three. (or or nine or twelve...wait a minute, where am i, AnYwaY?)
I will say, though, that I have been at one property (in the US) where the beer & wine *seemed* to be free. [I'm NOT naming any names here
]
I mean, that there were no slips extant, and when I asked was told that this was "Not a normal thing we do." Whatever that means. I was for sure OK with that, but I have to wonder if this was maybe special circumstances due to the property's location/clientele. I won't go on about the hand-carved roast beef or the peeled shrimp which seemed to never end. I do, however, feel guilty about one thing---while I did email Marriott about this exceptional property, I did not name the wonderful specifics..I just praised the GM and the "lady in red" that presided over the operation. Sometimes, I am afraid of getting too specific for fear of causing problems for such exemplary employees.
But, socrates, maybe just the praise is enough without the specifics when I name names????

I always fill out the slips too but at one nameless Marriott in TX where I stay on a regular basis, I have a real problem with the concierge hostess. If I fill out a slip and give it to her....and she's standing there barring the door until she get's a filled out slip!!...when I check out, the amount has been doubled. It's probably because her nose is two inches from my glass as I liberally fill it with Courvoisier and she probably thinks I should check off two or three drinks. Hey....if they supply big glasses in the lounge, I feel compelled to fill them up! 
I swear this lady gets her pay docked if the liquor usage exceeds the amount of charge slips turned in. So I've now turned this into a game to see how I can get in, pour a toddy or two and get out w/o running into Carrie Nation.

She is compensated a little above mininum wage for this assignment and needs this job or she wouldn't be in there.
I take issue with "playing games" with an employee, so that one can "sneak out" without paying. Next time go down to the bar, order a double, "run-out" and see what "games" they play with you.
The only exception of course, would be if someone is a Marriott Lifetime Platinum. Then all the rules that everyone else is expected to follow would be mute. Remember folks, this game is for "Professionals" only. Don't try this @ home, or without parental supervision.
