If the only rooms available are pool view, I would make the point that the upgrade charge/cert are not needed. If the regular rooms are 'unavailable', it is the hotel's problem, not yours...

I don't know if that's true. In Hawaii I stayed at the JW Ihilani on an award stay and because there was no mountain view (their lowest level rooms) I was told I had to reserve and use a normal ward cert plus an upgrade cert every night.
I didn't complain sinec my thought is awards _rae_ capacity controlled, and it's better to have some room available, even if I have to pay/use an upgrade, rather than nothing at all.
When I checked in the hotel offered to either let me keep the award certs or double-upgrade me as a Platinum -- I took the double upgrade. But I think they were just being nice.

If you don't want the upgrade (I know in MCO I'd want to be far, far away from the pool!), but still want the award, I'd book it and be prepared to pay the $25. When you get to the hotel, you can ask if "standard" rooms are available, and they may put you in one of those and not collect the $25.
(Or you could blow the whole thing off and go Priceline...)
