If you think shutdowns are bad because banks think we're screwing with them (Chase is notorious with "reputation risk" ........, not that it's justified but just how they think), just wait until central bank "digital currencies" are forced on the populace and government will now tell you what you're allowed to buy and sell, when and where you're allowed to use this "money", and when they decide to shut down your money because the powers that be decided you didn't pretend hard enough at the last Two Minutes Hate.
