Credit card loads via Android Wallet come in as a cash advance, at least for US Bank Altitude Reserve and Bank of America Premium Rewards.

Direct loads still post as a purchase.

Unfortunately, this means one does not earn US Bank Altitude Reserve's 3x points for mobile wallet.

Top ups via Apple Pay are fee-free, and it seems like with at least some major us cc-issuers, it's seen as a regular purchase.
However there's a limit of 500€ per day for mobile payment. That's still around 15k a month.
I'll let you figure out the rest.

Supposedly sign ups in the US are available but although the website claimed it sent texts to both my cell phone and Google Voice number neither ever showed up.

I got a code then a message saying it hasn't yet officially launched (all this after filling in all my personal info!). Not impressed.

Has anyone tried funding a Revolut account with a Chase card? Curious to see whether it comes up as a cash advance...

I wouldn't go that far. You can only top up so much before they tell you in no uncertain terms that they don't support this kind of irregular use. A friend barely topped up £2k before getting a warning and load amount restricted.

The account is very useful for other purposes so maybe not worth upsetting them.
