Does Costco Gift Card count towards manufactured spend?

Does a Costco Gift Card count towards manufactured spend? And, will the credit card company treat it as a purchase as opposed to a cash advance?

I see Costco GCs as deferred regular spending, i.e., regular purchases. Unless you sell them, they are not "cash-equivalent".

Turn a Costco gas purchase into a 5x UR points by buying the Costco cash card with Freedom and using the cash card for gas.

....and, as the Costco Cash Card nears depletion, the Customer Service Desk will gladly cash it out for you. In my experience, anything under $100 will not be questioned. YMMV.

Interesting - so will we next see a CNN video showing how some guy brings in thousands of under $100 gift cards to Costco to MS? If the guy is wearing shady shades and a cheap Hawaiian shirt, it might be my evil twin.

Per the Costco website:

Cash Card balances under $10 are always redeemable for cash. Amounts over $10 may be redeemable if required under state law.
Definitely have to look at your state circumstances. In Texas, the law only requires cash redemption if the card has $2.50 or less on it. Unless you do some homework to see what your state requires, I wouldn't expect anything over $10 to be redeemed.

I have redeemed larger amounts many times. It is done as a courtesy, not because of any state law.

Yes, I understand. But no one should have an expectation for more than $10 per. As you originally said, YMMV, so caveat emptor.

I'll certainly be pushing the envelope. The worst they can do is say no.

It's not just a courtesy, it's to prevent you from selling the card to someone else. Costco cash cards can be sold on eBay or similar sites for face value or even sligthly above. They really don't want too many people using these cards without memberships.
