I wonder if the vgc at simon mall information would count as department.

It would depend on your Simon Mall's merchant code. Each Simon Mall may have a different merchant code.

they are vanilla. They also havent been rolled out to like 95% of the stores.

The ones I saw had the black and silver giftboxes on the package and they were Vanillas. It had a tag that says PRICE AS MARKED and when I brought them to the register, no fee was added to $500. This may be YMMV.

Just checked some GC purchases from January and my Simon Mall posted as Specialty Merchandise, not Dept stores.
