Target and Paypal

Just wandering if anyone has tried to buy something from target.com using paypal and then return to store?
the target return policy says that if you return to store you will get cash for paypal purchases.

Several people report that practically, the store will give you Target gc instead of cash and they won't budge even if you show them the "policy".

Target allows you to purchase other store GC with Target GC.

I never try to purchase Visa GC with Target GC so I could not confirm that but the fee is almost 6% for each $100 Visa GC sold at Target.
