Fair point, but not quite correct either. Only because there are exceptions does not mean that it is moot. There may be (and likely are) many reasons why airlines like surcharges…

sure is, for exemple, some airline gives out coupon for which covers only the base fare. image how much savings for a 15% off coupon you will get for a 1 dollar base fare. 15 cents
