It might be on the Wikipedia page. It only works if you are transiting and the delay means you are late at your final destination.

Counter all you like, but it does not matter. The fact is that the delay & cancellation here were extraordinary as demonstrated by the FR 24 graphic. Once extraordinary, that ends the discussion.

Some airlines do follow the rules to the letter so it’s worth trying if you’re a transit passenger but here there’s no point as OS are not likely to pay up.
