OS is not allowed to cancel the return "by law" - that is the only thing that is clear -> and they might do it anyway.....

Of course it's not OS fault. But how could you let it happen, that somebody else took your handbaggage? Where did you stow it? Where where you sitting? Was it stowed out of your sight from your seat?
