Stratosphere
I usually book on Hotwire and Stratosphere comes up a lot with decent prices. Lately I've been spending more time downtown than elsewhere so the location isn't bad. Can someone tell me how good or bad the rooms are? And the selection of restaurants? (I'm on the low end for restaurants, not fast food but close.)

Look to book the Cal, Fremont or Main Street Station before the Strat, since you like Downtown. No resort fees at those hotels and a $10 dining credit. Four Queens also does not have a resort fee. They are doing a complete remodel of the rooms at this time.
The Strat is a fine 3* hotel in a "bad" part of town at night. The rooms are well maintained. Friendly staff. Great slot club. Dining, stick with Fremont Street if on a budget. $9.99 Prime Rib complete meal at the Cal. Many, many other dining options Downtown.
