KE search engine - inconsistent partner availability

KE search engine - inconsistent partner availability
Hello all,
I'm looking to book RT biz tickets on Xiamen Air JFK-FOC this summer on their new nonstop route.
Xiamen is SkyTeam alliance and is searchable via the KE website now.
However, I am only seeing this flight bookable in the March/April months and once summer hits the award disappears. You would think its because saver availability is nonexistent but I've found this to not be the case on the Delta, and Xiamen websites.
Is this a known thing, that KE (or airlines in general) are only released what their partners allow and certain partners get better availability than others? I called KE agent and they could not find it either.
