VAT Amount vs Refund Amount

I keep reading that you get your VAT amount back when you claim those Tax Free (Global Blue, Global Tax Free) receipts, but here I am in Korea and all my receipts have a Refund Amount that is always lower than the VAT amount. Instead if 10% it's usually a rounded number closer to 6%. What gives?

You should see the "service" fee rate on the refund receipt.

To be honest, there are so many Chinese tourists at the airport claiming their own tax free that you need to arrive really early and spend a nice chunk of change back for it to be worth it!
