changes in elite level qualification requirements?

changes in elite level qualification requirements?
Has KL changed elite-level qualifications?
I was looking on the website for various bits in information and noticed in the general conditions that elite levels for SW and RW are stated as being 17000 and 30000 respectively. They were 15000 and 24000 until now.
My account on cyberwing still reflects the old values. Are the 17000/30000 requirements for new members only? Does it now apply to everybody? Or is the transcript of the general conditions on the web wrong? Or are these the conditions for Dutch members only?
