A320 Exit Row

Is it true that there is more legroom in the exit row on the A320 than in the other EML seat?

Slightly yes. It is an FAA requirement to have minimum distances between seats so PAX can deplane reasonable quick in the event of an emergency.

Problem is with some aircraft, notably those with two exit rows (at least on UA), the first exit row seats don't recline, even though there is extra legroom associated with them.

I think the OP is asking if the A320 exit row has more pitch than the other EML rowns on that plane (2-5). The answer is it's the same at 38" - check SeatGuru to be positive.

Only 10A and 10F in the exit rows do not recline; also, 9A and 9F (non-exit row).

The window seats do not recline. So that would be 10 and 11 A and F. All of the other exit row seats are able to fully recline.
