Does TrueBlue have variable redemption rate now?

I always thought that the value of TB points is somewhat fixed at 1.4 to 1.6 cents/point. Today I was looking at a few flights for next year (02/17 weekend). The redemption rate for flights from NYC to CUN and Caribbean islands is roughly 1 cent/point. I've never seen such a low value for TB points. Has this changed recently? Do the rates fluctuate depending on the date we book? Thanks.

I've seen the rates vary by route, date, and class of service, with lower value for Mint and for bookings during peak periods, but with no specific pattern that I've figured out. For Mint in particular I've sometimes seen values lower than 1 cent per point, making it a pretty bad use of points...

I've traveled these routes many times (in economy), and always during peak periods since my kids are in school. This is the first time I've seen this. If JetBlue uses these low redemption rates for peak periods, this would be really bad for my travel pattern.
