Base Points Difference 2 Airports WAS

Base Points Difference 2 Airports WAS
Why is that the base points from DCA to BOS is more than double for a flight from IAD to BOS?

DCA's proximity makes it a more desirable airport than IAD for a lot of people. Higher demand = higher prices.

Price determines points. But one earns the same number of points per dollar regardless of route.
