Question "Omotesando Future Airport" ???

OK. What was that (apparent) promotion on Omotesando called "Omotesando Future Airport" about? I can't imagine they're putting runways (except maybe fashion runways) in the middle of a very nice urban commercial district. Was this something having to do with rebuilding of Narita and also an advert for shopping at Omotesando at the same time?

They had an imitation (I think, at least) airport security station, complete with boarding pass inspection, metal detector, and wanding, out there on the sidewalk. As a US citizen, I didn't really see the appeal of submitting to this.

It was a very interesting spectacle, but I don't really understand. I've googled, but the sites in English don't really explain much.

Can anybody enlighten?

Omote-sando was used as an airfield during WWII.
But the promotion seems to be really just about the new shopping going into Narita.

I'm not quite sure as I haven't seen it, but as Parrotfish states, I believe NRT is promoting the "new" airport through the RTA "art" exhibit.

It's probably turning out cheaper to tear down Omotesando Hills and make it into an airport than to buy out the last few farmers near NRT.
