"Omotesando Future Airport" ???

OK. What was that (apparent) promotion on Omotesando called "Omotesando Future Airport" about? I can't imagine they're putting runways (except maybe fashion runways) in the middle of a very nice urban commercial district. Was this something having to do with rebuilding of Narita and also an advert for shopping at Omotesando at the same time?
They had an imitation (I think, at least) airport security station, complete with boarding pass inspection, metal detector, and wanding, out there on the sidewalk. As a US citizen, I didn't really see the appeal of submitting to this.
It was a very interesting spectacle, but I don't really understand. I've googled, but the sites in English don't really explain much.
Can anybody enlighten?
