The key to pick out the Hikari is getting the complete daily timetable between the two cities. Just search the normal way. It will give you the Nozomi as a default. Click on the clock on the timetable button to the right of the Nozomi train and it will give you every Shinkansen of every flavor for the whole day between Kyoto and Tokyo Stations. In your case you could take the Hakari at 10AM which gets in Tokyo at 12:43 PM. The next NEX leaves Tokyo at 1:03 PM followed by the 1:33 PM one. It's a little work using the Hyperdia timetable, but it's a fantastic tool.

I think you're reading it correctly.
Bear in mind that the transfer from Shinkansen to N'EX at Tokyo Station is quite a hike - you need to go up from the Shinkansen platorm (two stories above ground) to the N'EX platfrom (four basements below ground).
I know my way around Tokyo station - I guess I could do it in 10 minutes. It would take me longer if I'm dragging a heavy suitcase. So I would say that 20 mins is enough.... But Robyng recently did the same transfer and felt that 27 minutes was rather close for comfort for her.
Robyng was taking elevators - If you can use the escalators you will get there more quickly.
