ATM at KIX?

ATM at KIX?
Checked the website for KIX (thanks for the heads-up on free wi-fi) and it shows two cash withdrawal machines outside the International Arrivals area (Citibank and AE). Would either of them accept a US bank-issued ATM card to withdraw money or are they strictly credit card machines?
I understand it can be difficult to use a US bank issued ATM card in Japan and was hoping to get yen before leaving the airport as I've also read that credit card acceptance can be uneven with many local shops/vendors.
If they don't work, is it best to use actual dollars at one of the ubiquitous currency-exchange kiosks at the IAD/ORD/KIX airports or pay the service charge to get yen delivered before we leave the US? Saw on the Oanda site that they charge $8 for around $300 which is more than our bank - usually $1-2 per withdrawal. I'm also unsure whether my credit card company (which is how you have to pay for the currency online) would treat it as a cash advance... will have to call them tomorrow to find that out. ATM use would sure be easier if it's possible.

The Citi Bank machine accepts cards with Plus and Cirrus designation. I have never had a problem in using with my Royal Bank of Canada debit card. This system(for PLUS card holders only ?) is also in place at major postal savings branches located throughout the country. The machines are easy to use and have an english interface. Be aware that few ATM machines are open 24 hours outside of the major cities
