I thought I was being paranoid but prepared posting "what to do if you're not from typhoon country" https://www.flyertalk.com/forum/31417633-post30.html I'm guessing it was a really long night at Narita for many. Those who weren't able to make it to the airport due to transportation issues might have had a blessing in disguise.

I was flying into Haneda on Monday after the storm

1. Flight was delayed more than 3 hours due to late arrival of incoming aircraft from Haneda

2. Basement of Terminal I was filled with stranded pax

3. Curbs of D1 and D2 completely filled with rows of pax for buses

4. I had a booking for First Cabin Haneds in D1 which was honoured. Anyone without a booking was turned away.

Typhoon no. 15 had minimal damage to Tokyo metropolitan area (23区内, 23 wards). Japan Metrological Agency initially warned of extensive damage possible by Typhoon no. 15, by extent of effect within Tokyo metropolitan area was lack of public transportation on Monday morning. Subway was running expect for portion which run above ground. Although subway was very busy because it was only public transportation running on Monday 9th but I got to places by subway on Monday morning.

However, Chiba prefecture got hit hard, especially on southern end of Chiba prefecture. Even today, 4 days after typhoon passed by 172000 house hold do not have power, Narita city where Narita Airport is located experiencing 2500 house hold still with no electricity after 4 days. Southern part of Chiba prefecture is a peninsula, when electricity from north was cut off due to the damage by Typhoon no. 15 there was no alternate route to get electricity because east, south, and west are all surrounded by ocean. Tokyo Electric Power Company is now saying that it can take another two weeks to get entire electric system back in running.

NRT did not have any public transportation servicing the airport all day on Monday 9th, where all arriving passengers were stuck at the airport, they had no way out. Departing passengers who made it to the air port were stuck because of flight cancellations. I flew out of NRT on Tuesday 10th and it looked like airport was back as usual, but there were still good number of people departing passengers stranded at the airport. Many passengers from cancelled flights on Monday were rebooked on Tuesday flights, but there were good number of people who could not get rebooked on Tuesday flights and ready to spend second night at the terminal.

I flew out of NRT on Tuesday, 10th and told us that the catering did not receive supply and were not back to operation yet. In economy all we got was a single small plate of a meal. No salad, no bread, no cheese, no small side dish, no ice cream. That was it and an FA told me that even First and Business class passengers got same thing.

Typhoon no. 15 blew away a total of 314 hectares (776 acres) of plastic greenhouses, and damaged approximately 200 fishing boats in Chiba prefecture. The destruction on agriculture, forestry, and fishery now totals at least ¥19.3 billion ($178 million).

As of today, more than 30,000 homes are still without electricity and 5,000 homes are still without water.

At least three people have died and over 100 people have been injured while attempting repairs on houses and other buildings in Chiba Prefecture.
