You can buy the 4000 yen round trip ticket from a Midori-no-madoguchi (though labelled Ticket Office it's just a ticket counter) or from the JR East Travel Center. The latter usually has longer queues because that's where you exchange rail passes.

I did not know this, thanks for the info! I thought the ticket office is the same as the travel center, and I misread what the JR East website said as well... oops.

Do I understand correctly that Suica can be used on JR in Tokyo and Osaka? If this is the case I could use Suica to get from Shin-Osaka to KIX?

It will cover the basic fare-Y1360 but not the seat charge of Y1280 if you take the limited express. You will need to pay the seat charge separately.
