For people who might be interested in something other than buffets (although perhaps not the OP) - the FS has a fine breakfast. I prefer the Japanese breakfast - because breakfast time in Japan feels more like lunch time to me when I arrive from the east coast of the US. Excellent seasonal fish. Seasonal juices and fruits as well. At least that's my recollection (will know if my memories are correct on our upcoming trip). Robyn

You can definitely find cheap as well.

At the Komeda coffee shop chain where, if you buy a coffee in the morning, you get free toast and boiled egg along with it. That would be the cheapest breakfast I can think of...

(I think that "coffee morning service" is actually a Nagoya tradition, but I think you can find Komeda in the Kanto area as well)

I miss my old neighborhood kissaten - Chamomile. The owner ran a fruit and veg store there for a couple of decades, and then turned it into a cafe for a couple more. She did a toasted ham sandwich, a boiled egg, and a huge plate of really good fruit (lots of variety) and some salad with a cup of tea or coffee for 750 yen, I think ... Crumbs, I loved that breakfast.

I would sooner eat breakfast at Odawara Hilton (fresh fried doughnuts with your own toppings!), which was bigger, better, and cheaper.
The bread and pastries in HR Hakone and the SR Osaka was fantastic, hence they were one of the most memorable I had. And this was on top of the nice Japanese breakfast sets which I enjoyed as much as the one at PH Tokyo, hence my rating.
