All - I am in Tokyo now and appears that taxi to Akihabara then TX is an easiest option. taxi costs ~Y1700 and it takes about 15 minutes to get from Imperial hotel to Akihabara station.
I was actually very surprized that Hibiya line is actually not connected to Akihabara station so transiting from one to another is not that easy and involve considerable walk.

Some taxi companies offer JAL/ANA mileage for taxi ride.

1 mile/ 200 yen is the typical rate, IIRC.
