if i read the report correctly, and the reporting is correct. the licensed corn sellers haggled their way into just being shut down with no compensation.

Depends on how you define pigeon. Many a tourist is proving suitable prey for umbrella vendors today - b/c it is pouring rain. As for the pigeons of the flying variety, definitely fewer than there used to be, but still around PSM.
