In theory you can hail a taxi, but you can't count on it. On this map, the orange dots, whether or not they have numbers, may represent taxi stands. This is a list of stands by address, which may not mean that much to you while you're out. If you're carrying a phone with Italian service, there's this, with a phone number with voice recognition of the address where you are and you're connected with a nearby cab. I've used it in Italian, not sure how well it works in English. Also the it.taxi app.
