Update 2023:
- it seems no new RA have been invited by IHG
- criteria for RA requalification are still unknown
- geographical location of member / country account registration seems of some impact due of covid19(restrictions/availability)
- RA is processed in weekly batches starting december 2022
- proof by nicolas75 shows RA qualification for 2024 seems to be strictly based on IC hotels only (not Regent, Kimpton, SixSenses anymore)

As per Tim O'Brien's post about IHG-corporate explaining RA criteria:

As you are aware,
Royal Ambassador is our invitation only tier with the number of members invited each year
limited to ensure our hotels are able to consistently deliver on the benefits promise,
elevating your stay experience at InterContinental Hotels & Resorts.

Although we do not currently have a published criteria for Royal Ambassador,
consideration is determined by variable activities within a members account such as
- qualified paid room nights & spend across our luxury brands (, 2023 EDIT: Post-Pandemic from 2024 InterContinental only : Pre-Pandemic also Kimpton & Regent ) ,
- member region,
- primary hotels,
- category (of the hotel class / €$¥£ price levels compared to currency rates / competition / city / region / country / continent )
- tenure (repeat custom / average spend at hotel)
Accompanying or adjoining reservations,
such as the additional rooms of your family etc are not included for Royal Ambassador consideration
but are included in determining Spire Elite status within IHG Rewards Club
.

- that members must have stayed at different unique hotels per city / country / region / continent
the amount of uniques needed for RA qualification is unknown but generally extended long stays at just 1 hotel do not qualify
- IHG-corporate showing keen interest in how much guests are spending €$¥£ at hotel's own operated F&B / Spa / transport / extra services / other venues
atacama40 has given us insights that extra spend at the hotel charged to the hotelfolio generates EQP but also flags the database as high valued spending guest
- one must have AMB to get considered for RA invitation by IHG as they seem to evaluate over a longer period the length of one's tenure / devotion / spend / undisclosed criteria at stayed IC-hotels

Update 2019: The RA status granted at the start of the calendar year 2017 and 2018 has been based on IC revenue. As from 2019 criteria again have become vague. RA is not achieved through IC spend only. Other, unknown elements are taken into account as well. (Fact: Some users with very high +25k IC spend were not renewed in 2019.)

Update December 2018: it looks like some accounts are proactively being renewed in December 2018, well ahead of the stated expiration of Jan 31, 2019. It is currently unknown what criteria were used, but previous years appeared to indicate around $10K++ in IC spend only.

spend at other IHG luxury brands does count for RA, and Renewal.
Brands weren't stated, but reasonable to assume Six Senses, Regent, and Kimpton.

Sure, doing 11,000+ USD of business in only 19 nights is very high value for IHG. But I have understanding for it, that IHG wants to avoid this behavior of borderline RAs.

They are well aware of it and nonetheless, they urge their most valuable individual customers every year to beg by writing to them. I had the pleasure that IC Düsseldorf posted a non-qualifying night for no reason during a 2000€-stay in another city, which implied more than 2100 USD of overlapping net spend

I am ok with an unpublished criteria and with the uncertainty associated with it, as long as 2000+ USD stays don't go out the window for no reason and as long as the benefits compensate the uncertainty.

But what's left of the program, if the whole $ 50 credit, does -not- get me even a *single* mini-bottle of champagne in Lisbon... as a SOLO traveler? What's left? ... That the credit is good for snacks? Most of ICs I visit, don't charge for snacks anyway, like IC Lisbon.
What's left? Check in as early as 10am, which was never denied when I was Spire Ambassador? I prefer doing without the new night certificate and free breakfast as minimalist "compensation" for no lounge offering, than getting the new mini-bar and early check in "enhancements".

Given that the hurdle and uncertainty is getting higher and higher and the total number of RAs becomes more and more limited (according to someone here less than a few hundred in Europe), I would have to assume that Royal Ambassador and its benefits is getting more exclusive.

Even if I could do it again as RA in 2019, I am no longer maximally motivated to overcome the invisible RA-hurdle.
A friend, first time RA in 2017, has already moved a significant amount of his >150 nights/year, he used to spend in only 4 ICs. He just does not care that he is still RA for whole 2019.

I am not sure, if this is the "behavior" the hotel owners, the Vice President, Global Loyalty Programs, LuxuryLoyalty and the Head of Luxury are looking for...

But I am sure, that the behavior of the mentioned person stealing 7 champagne bottles and 70 miniatures of a premium suite may be a result of an amateur at corporate office, that invited accidentally demoted RAs with less then 6,000 USD spend due to an email sent in error on Jan 12, 2018
This isn’t entirely accurate the only reason I bother with any IHG properties is because of RA I had 50 other IHG nights last year. IC tends to be my default choice for personal stays and the limited business stays where the footprint makes sense for me.

Where it not for the fact that I refuse to stay at the IC O2 again, I probably would have hit almost 60 IC nights last year.

i think Luxury Loyalty is a wind up merchant not an IHG staffer and you are buying into it. Undoubtedly there is some borderline abuse my only issue with a minibar cap is that it should be cumulative and daily for the length of stay.

yeah, i think there are multi thousands worldwide, so how could it be a few hundred in Euro, i never believed that.

Alas this years renewals are kind of a drip feed. stop start feed even. Previous 2years I just had to monitor thread for a week or so.

The two category upgrade! This is - in plain words - a huge discount on the suites I would book anyway. Last month I travelled with a family of five for a week to the south of France and had arraganged an upgrade from a 700 EUR one bedroom suite to a 2000 EUR massive two bedroom suite. Great value, great treatment, excellent. But on the other hand I agree - for a solo business traveller not caring too much about the upgrade and just booking a standard room, the recent changes have not been to the better.

Which was never guaranteed in the sense that you could raise a claim. At least they now put a meaningless penalty on it.

On the other hand I never travel without prior communication if the stay means anything to me. I raise the clear question that I want a specific suite and ask them what I need to book as a Royal Ambassador. As easy as this. And works smooth as silk. Currently confirmed for a (so-called) Presidential Suite in Doral, a Club Senior Suite in Berlin, a Presidential at the Barclay, a Royal Suite in Singapore and some more. You need to speak reasonable to people and get reasonable answers.

I ask myself how many RAs are based in the PRC alone. There are 45 IC properties in China - as many as in North and Central America together and more than in Europe. This forum is very US and Europe centric, but there is a world outside.

you will not be wow-ed by the Presidential Suite at Doral but it is considerably nicer than the other rooms in the hotel ;-)

I still don't believe the abuse issue. I've been told repeatedly by large IC's that the RA minibar cost is negligible.

Further I think that the program managers don't understand why we like the minibar benefit. It isn't about getting drunk for free. It's about stress. Any RA can afford to pay $10 for a beer. But if we have to think about it, we may decide that a beer can is not worth $10 and we can go to the Club or outside the hotel to buy a cheaper beer. Now with these new upcoming rules we will lose the real reason to have a minibar benefit. Many corporate travelers cannot have mini-bar charges on their folio and will have to stress even more if they have to deal with paying separately at check out for minibar overages. I am really not happy about this.

As for the few hundred Royal Ambassadors in Europe, I have no reason to doubt them. Maybe that is their projection for 2019?

I agree, that I also enjoy it not having to discuss about upgrades as they are guaranteed and when I do not travel alone. If I need a 240m^2 Imperial Suite in Bucharest by booking a club room, I'll get it if available at time of booking.
But they have 4 Club Senior Suites in Berlin, that are not excludes from upgrades. If sold out, they upgrade to a signature suite, mostly Park Suite if booked in advance.

By the way, my activity line shows now "Royal Ambassador Status" and expiry date on the virtual desktop card is Dec 31, 2019. I will see then in 2019, what RA is worth to me after Feb 1.
Inner Circle would have been nice, but won't spend effort in finding out how to get it for a 1-category-upgrade in regions I don't travel often to.
