How can I determine an airline's policy on short-checking luggage before checking-in?

Aside from simply "asking the agent at the counter" (which is often too late to change plans if they say no), how can a traveler verify if short-checking is permitted ahead of time? Specifically:
  1. Are there specific keywords or sections I should look for in an airlines "Conditions of Carriage" that address bag retrieval at connection points?
  2. Does the length of the layover (e.g., over 12 hours vs. under 12 hours) trigger an automatic short-check requirement or option on most major carriers?
  3. Are there reliable ways to confirm this via customer service (phone or Twitter/X) that carry weight at the check-in desk, or is it always left to the "discretion of the agent"? Written would be better as it's harder/impossible (if audio recording is disallowed) to prove someone said something on the phone.
  4. Are there certain airports or jurisdictions (like the US or EU) where security or customs regulations mandate that bags be reclaimed during a layover of a certain duration?
I am aware that airlines often discourage this to prevent "hidden city ticketing", but sometimes one may have a legitimate need to retrieve one's belongings during the layover.

There are published rules. E.g. AF will charge you a fee on separate tickets. But with so many airlines best to share your likely itinerary before anyone can provide a sensical answer.
