How can I determine an airline's policy on short-checking luggage before checking-in?
Aside from simply "asking the agent at the counter" (which is often too late to change plans if they say no), how can a traveler verify if short-checking is permitted ahead of time? Specifically:
- Are there specific keywords or sections I should look for in an airlines "Conditions of Carriage" that address bag retrieval at connection points?
- Does the length of the layover (e.g., over 12 hours vs. under 12 hours) trigger an automatic short-check requirement or option on most major carriers?
- Are there reliable ways to confirm this via customer service (phone or Twitter/X) that carry weight at the check-in desk, or is it always left to the "discretion of the agent"? Written would be better as it's harder/impossible (if audio recording is disallowed) to prove someone said something on the phone.
- Are there certain airports or jurisdictions (like the US or EU) where security or customs regulations mandate that bags be reclaimed during a layover of a certain duration?
