Can you get a partial refund if you have a flexible fare and prices go down?
Forgive me if it’s a stupid question.
I am looking at fares to IPC. At the moment, the best I can find for the itinerary and dates I want is a fairly expensive fare that allows changes for a “minimal” change fee. It appears that LATAM likes to play with availability and POS, so availability is currently very limited despite the flights been in more than 6 and empty.
Should I purchase this fare, can I change to a cheaper one if they release seats in cheaper buckets later on?

All depends on the specific fare rules for your specific ticket. Generalizations about "flexibility" may not be sufficient. There are certainly tickets where it is possible to cancel, refund and then purchase a new (cheaper) ticket. But, there are also tickets where there is no refund if you change and the fare drops.

There are certainly tickets where it is possible to cancel, refund and then purchase a new (cheaper) ticket. But, there are also tickets where there is no refund if you change and the fare drops.

Can you get a partial refund if you have a flexible fare and prices go down?
Forgive me if it’s a stupid question.
I am looking at fares to IPC. At the moment, the best I can find for the itinerary and dates I want is a fairly expensive fare that allows changes for a “minimal” change fee. It appears that LATAM likes to play with availability and POS, so availability is currently very limited despite the flights been in more than 6 and empty.
Should I purchase this fare, can I change to a cheaper one if they release seats in cheaper buckets later on?

You should wait for lower fares to become available. Booking 6 months ahead is likely to be more expensive than booking say 1-2 months before departure.

Airlines usually, not always and not invariably:
Require you to pay the applicable change or cancellation fees to refund your original ticket and issue you a new, cheaper ticket.
Use the most restrictive rules applicable to a single segment and apply that to other sectors, even if the others have more liberal terms.
Airlines do not want to make it easy for passengers to switch to lower fares that might become available after booking.
