I will be transiting in DEL from BA to CX. Do I need to get a transit visa, or can I transit airside with the procedures described above?

One issues might be that they won't let you board your BA flight. Call BA and have them make a note in your PNR that you are transiting w/o a visa. I would also print out the page from the Delta website where it says 'no visa required" - see link - this is the same information that check-in staff see on their terminals and it very clear that a visa is not required.

While a visa is not necessary, having one may well save your skin. For instance, what happens if the CX flight is cancelled due to some odd reason? With a visa, you can easily go to a hotel instead of standing for hours in a queue waiting for the Indian bureaucracy to process your exit.
