Was the lock cut or sheared off?

I noticed that the locks on one of my bags was missing on arrival, the padlock/shackle was still in place but the bottom was missing!

I suppose this could've happened anywhere along the line (BLR-FRA-SFO), but it looks like the lock may have just sheared off vs being intentionally cut (?)

The bag does not appear to have been opened from what I can tell.

Since both BLR and FRA authorities have TSA keys to open your lock its probably a shear off.

I've had this happen to me a few times. Probably sheared off.
