Exemption form-has it changed?

Hi all,
I am traveling from USA to Mumbai and had some questions-

I have filled in my self declaration form and uploaded an RT-PCR test. I got the email from the Govt along with the pdf.
I would like to get exemption from institutional quarantine but I have heard that the exemption form is now offered only for those with 'Death in the family' option? When I tried to fill in the exemption form, it gave only one option (death in the family).

Does this mean that we only need the self declaration form and RTPCR test to board the flight and that the exemption from institutional quarantine form will only be available in India on arrival?

just traveled from nyc-del a couple of days ago....i flew in via lhr so had to get a self paid rt-pcr test at the airport after landing....i have heard that people flying in directly from usa don't even need this....

i don't think there is any institutional quarantine anymore if you are flying in from usa....just the test at the airport after landing, depending of how you are flying in....so no need for an exemption....
