Link to the latest guideline in force: https://www.mha.gov.in/sites/default...s_16072021.pdf

If you are below 20 and get a new passport:
go to https://ociservices.gov.in/ click on 'OCI Miscellaneous Services' and update your details, upload a pdf of your new passport and a jpg of a recent passport foto.

You will receive an email confirming the submission and sometime later get another email confirming the update. Nothing is reissued.

If you were issued an OCI card when you were younger than 20 and get a new passport:
you have to apply for a reissue of the OCI card.

go to https://ociservices.gov.in/ click on 'OCI Miscellaneous Services' and update your details, upload a pdf of you new passport and a jpg of a recent passport foto.

Then contact your local mission to submit the old OCI card and receive the new one. Some missions do this on site, mssions with a larger Indian community like the UK/US use a service provider like VFS for that.

If you were issued an OCI card when you were older than 20 and get a new passport:
You don't need to do anything. The next time you fly to India, it would be advisable to carry the old passport with you. If you have time on hand and nothing else to do:

go to https://ociservices.gov.in/ click on 'OCI Miscellaneous Services' and update your details, upload a pdf of you new passport and a jpg of a recent passport foto.
You will receive an email confirming the submission and sometime later get another email confirming the update. Nothing is reissued.

If you were issued an OCI card when you were older than 20 and get a new passport after you turned 50:
go to https://ociservices.gov.in/ click on 'OCI Miscellaneous Services' and update your details, upload a pdf of your new passport and a jpg of a recent passport foto.

You will receive an email confirming the submission and sometime later get another email confirming the update. Nothing is reissued.

The TIMATIC entries are currently as follows: checked on EK on 09FEB2024: https://www.emirates.com/de/english/...destination=in

Visa Exemptions:
Passengers with an Overseas Citizen of India (OCI) card or booklet. A physical OCI card or booklet is required. A digital or photocopy of the OCI card or booklet is not accepted.
...
Passengers with an Overseas Citizen of India (OCI) card must apply for a new Overseas Citizen of India (OCI) card only once when they obtain a new passport after turning 20 years old.

Thank you so much for your informative reply with relevant contact numbers. We have reached out to Cox&Kings who process e-visa and OCI in California (awful service/response), the OCI site through phone and email. Haven't received any helpful responses yet. Will contact the BOI number/email that you have provided. I figured that while that is going on, I could simultaneously post on a couple of forums in case there have been others who have gone through this experience and would be able to guide us.
Thanks again for your kindness in responding with helpful information.

Seems babus have woken up and working hard to make "Mera bharat mahan" again
So when it come to sheer Indian bureacratic stupidity Modi and Kangress are on equal footing

You get OCt at age 22, for next 27 years facial changes have no issue to babus.
You get OCI at age 49, within 2 years they need new OCI card (yes, and they claim it is lifetime!!)

Any even then why not just re-issue OCI with new photo and pasport numer>? why does have to go through entire PAINFUL proces all over again?
This is such a stupid rule. Theoretically if you get oci at 21 and renew your passport at 49,you can keep and travel on the same document for 38 years. Ridiculous. Honestly they should require a simple card to be renewed every 5 to 10 years like every other travel document out there, not even tied to the passport number. Having such essentially permanent documents out there is a security risk.

Idiotic rules were always there.
But in October Babus were able to get TIMATIC database updated.
That created lot of bad experiences for NRI/OCI community.

In response to pressure/complaints from various NRI organizations babus relented (but in typical babu fashion)

Our idiotic rule will stay
But we will stop harrassment until June 30, 2020

So, it is wise to get OCI re-issed (yes, take 2 ibuprofen before starting process through CKGS...)

QUESTIONS about OCI re-issue

Have checked all threads until beginning of 2019 but could not get answer to these two questions
Also looked up CKGS website and its detailed PDF files

Question is about re-issue of OCI upon acquiring new passpoert after age 50 when OCI was obtained before age 50

q1. Do you need to send in your new US passport or notorized copy is sufficient? (for new OCI, passport is needed - questions about re-issue)

q2. Do you need to send in your old OCI booklet/card? (rendering you unable to travel to India while CKGS/GoI take their time issuing new OCI card/booklet)

not sure about the first question but just to be on the safe side i would send in the passport....dealing with the indian government, its better do send in more documents than less....

i checked with my uncle regarding the second question as he recently had his oci renewed after turning 50....he said they asked for the old booklet....

Here is the answer as of Jan 2020:

a) No need to send original US passport for Re-Issue of OCI card
- Need "Affidavit in Lieu of Original" form notarized
- Copies of 1st page and Endorsement page(s) (even if blank) need to be sent

b) Unfortunately, original OCI booklet (officially called OCI Card) DOES need to be sent
(which means you cannot travel while "Re-Issue" is taking place)

Maybe get a visitor visa as a backup?

OCI renewal after turning 50

Is it correct to interpret this as "need to get a new OCI card if you get a new passport AFTER turning 50".

For an applicant who is 50 years of age or older, OCI documents must be re-issued once after the issuance of a new passport.
In other words, the existing OCI card is kosher even after you turn 50 as long as the passport you are using now is valid.

Yes that's the deal. But with passport validity being only 5-10 years you will get there someday...

True. Was trying to sort out this for a family member who was panicking earlier, but can breathe easier now

Regular visitor visa need something caled "surrender" or "renunciation" certificate which people who obtained US citizenship decades ago (30+ years) dont have it.

It seems new e-Visa does not require renunciation (someone else can confirm) based on a dummy application.
But website immihelp reports issues with having BOTH eVisa and OCI

6 years of Modi govt. Seems like beuractratic nonsense is actually increasing rather than decrease that was promised.

No one has exlained the need for getting new OCI card within age 49 to 51 but no need between 21 to 49 or 51 to 99.
a) They cud easily make reissue mandatory for everyone every 10 years (but just the ID card, not entire process)
b) They should not take away old card until new card is ready for shipment. (in wich case you are unable to fly just 48 hours irrespective of processing backup)

I expect questions about OCI will be pointless at some point if some in the Indian government get their way.

Scrapping OCI is not beyond the realm of possibility if some in the government get their way.

When pushed for an explanation of why, babus and netas usually come up with some reason for doing whatever bureaucratic ridiculousness they instituted or sidestep the issue.
