Flight to Goa via Delhi, where do I activate e visa?

Hi, we're flying from Milan to Goa via Delhi where we have a 3 hour transfer. I know Delhi is our first port of call but as we will only be in transit I'm not sure if this is where we have to get our e visas activated. Also I have read there is sometimes 2 hour queues depending on the time of day, we arrive at 7.45am so not sure how busy it will be but I would prefer Goa as we don't have time constrictions
Thanks.

Depends on your flight number from DEL to GOI. If its AI 1 thru 399, immigration takes place in Goa, if its AI 400-900, immigration takes place in DEL.

It's AI 156 so that means it will be Goa, I have been getting conflicting info so thank you so much.

In Delhi, you will just go thru transit security for AI156, and clear immigration & customs in Goa on arrival.
