May be he meant transfer from intl to domestic using the airport shuttle. So one would deplane at BOM, go through immigration/customs, and proceed to the shuttle bus. Once the luggage is identified, I believe 9W will take care of transferring it.
Without this, of course, one has to exit the airport and take the circuitous route to the domestic terminal via the streets of Bombay.

I have heard a lot about 9W's good service, If you would like to avoid the connection you could fly 9W to Shanghai and catch the Air India non stop to Delhi or fly to Delhi direct via New York and Brussels
