Fully refundable tickets

I know Indigo offers fully refundable tickets under their corporate scheme that is available through most travel agents. Is there any other Indian airline offering any such scheme for fully refundable domestic tickets, may be at a higher price?

Do you know what kind of fares are these? Can they be booked through the AI website or travel agent only?

The table of fare choices shows that these fares are fully refundable but while booking these fares, the terms states a cancellation fee that is only slightly lower than the other fares.

Also, the table says Deal and Saver are non refundable but I have seen while booking that Saver fares are refundable at a fee.

So this is not very clear.
