YYZ-DEL-KTM: Transit question

YYZ-DEL-KTM: Transit question
Hello,
Hope you can help with a few questions:
My son is travelling (Canadian passport) from Toronto to Katmandu for a 31-day stay.
YYZ-DEL : AI 188, arrives TER 3 @ 11:25am
DEL-KTM : AI 9813, departs TER 2 @ 1:40pm
Q1: Can he switch from TER 3 International arrival to TER 2 without a transit visa?
Q2: Will his luggage be checked in through to KTM or does he have to do the check in again in DEL. (Apparently AI9813 is operated by Indian Airlines).
KTM-DEL: AI 9814, arrives TER 2 @ 5.30pm
DEL-YYZ: AI 187, departs TER 3 @ 1:25am (8 hour transit)
Q3: From Terminal 2, can he get into the Premium Plaza Lounge in TER 3 at international departures without a transit visa? Or is he per-say crossing border and thereby needs a transit visa?
Q4: Will his luggage be checked in all the way through to YYZ?

when will your son be traveling????
my suggestion is to get the transit visa if you have the time....it will make life much easier....air india & indian airlines are the same company (but 2 different airlines) so you may be able to get the luggage transferred if the ticket is on the same pnr....

I have read most of these but still unsure, hence Q1 below.
Q2 & Q4 should be ok as everything on the same ticket.
Most probably I will get him to get a transit visa in KTM for the return leg.
If anyone can answer Q3 would be great.
Travel dates are Nov 1/2 and Dec 2/3.

hnl is right....all international flight now leave from the new t3....i would still suggst getting a transit visa because flights in december tend to get delayed deu to the fog & i wouldn't want to be stuck at the airport for a long time in an event like this....also, if he has the transit visa then he can ensure himself that his luggage is transfered....
