The Email just indicated due to abnormal transaction, account is locked and investigation is needed.

Successful transfer via phone
Data point: I phoned BAEC to explain my situation (had already sent in verification docs but BAEC mistakenly keyed in wrong DOB, preventing online Combine My Avios). By the end of the call, the agent helped me to transfer 26k (non-promotion CC spend bonus) IB avios to BAEC, and both account balances reflected the change. I am a BAEC blue tier member.

I was able to do the opposite with only a few hours lag. I transferred 6k BA to IB
