Combining points
Is it possible to combine points from two accounts and get an award for a third party or must the award be for one of the two contributing parties? I think it is only the latter which is possible but I thought I'd check with the experts to make sure.

It seems from the T&Cs you can combine GP points from 2 accounts. Note you can only do a transfer from one account to another to redeem an award and you can only transfer the number neccessary to get the award.
As far as redemption, under the T&Cs the redeeming member must be present at checkin to present a photo ID and credit card. I think this limits your ability to book a room for a third party to those situations where you are traveling together. Others may have experience with being able to redeem for third parties when not present but I haven't tried to do that.

Even when combining points from two "regular" accounts? I fear this can only be done when using points from one account, as the initial response to my post suggested. Anyone ever combined points from two regular accounts to get an award for a third party?

That's correct. To redeem for someone else, you have to call.

There has to be a award involved to transfer the points to another account and the other account can not have enough points to book the room with out the new points. You can get around this by booking rooms with the points already in the account and canceling the reservations after the point transfer credits.
