Thanks for the clarifications -- I've been in both places but only intermittently and never under any firm belief that I had an entitlement to be there. When I used the Chairmans Lounge, I had been waiting in the left-most check-in line for a while and then got tired of waiting for the problem cases in front of me so I just walked in there, checked in, maybe got some waters. That was probably 5 years ago though.
Now, I've always just assumed that as a Noir, one can use the Chairman's lounge. But, when I had a guest--carrying my Noir card--who was refused entrance, I asked them what the "official" entry policy was and the above is what they quoted to me, while, at the same time, making it clear that I'm always welcomed in there. Now, this could be because I have a host, gamble there or have accessed the lounge with my Bus Centurion. If it's open, my recommendation is just to walk in there and partake at your leisure whatever they're offering. If they request a key, just show them your VIP key & Noir--that should do it.
Le Cirque is fabulous. Actually my favorite restaurant in Vegas, though I've had a lot of good meals elsewhere (Scarpetta, Robuchon, etc). Haven't been to Le Cirque since pre-covid, it was closed for a long while during covid and just reopened Thurs-Sun a couple months ago. They have a new chef. Hopefully the food, service, etc., is as good as it ever was. Or better.

The VIP lounge at MGM has a sign outside the door with who can access it, so you can just see what cards are listed on it.
The offerings are pretty basic, some packaged junk food and pastries in the morning. The best thing about it is the coffee machine, getting coffee in Vegas in the morning can take 20-30 minutes.

How can you be Noir and not be an invited guest? I had hosts everywhere I played long before I was Noir.

I stayed at Bellagio and MGM Grand over the weekend. I booked Bellagio using FHR and MGM Grand via Hyatt. Both resort fees were taken care of at check out.
I went to MGM Rewards desk during my stay and asked about the resort fee. They told me that they would remove the fee if I book through MGM, FHR and Hyatt but not other 3rd parties like Expedia/Orbitz.
However, one of the check-in agents told me that it doesn’t matter how I book my room. They would remove the resort fee as long as I have the Gold or higher status.

Yes, but as posted in the Noir thread, you may find it a little difficult to book the limo if you don't have a host. Bellagio and MB and I'm sure others have a VIP reservations line you can call to make the arrangements once you've booked your room (or call to book room and ride). National Harbor, the ride has to be booked through a host. But there is a host on duty during normal hours who the front desk can connect you to.

Just checked in to MGM Grand and the Stay Well Lounge is now definitely designed for Gold Members (see below picture).

^What are the hours of the lounge? I will reach the hotel early for my check in and it would be nice to be able to use the lounge till then. And I assume you don't need a Stay Well room booking and just the gold status is enough?

Expedited Check In, Complimentary Waters, Complimentary Breakfast Bars, a Concierge who can help with dinner or show reservations and a small seating area.
Definitely helps when the lines (even “priority”) are crowded.

Anyone know if Park MGM has a Gold Lounge? I fondly remember if from the Monte Carlo days but the remodel might have been its demise.
