Included Regency Club/lounge access per room cut to 2 guests per room even when room is booked for 3-4 guests?

It seems so at some properties or may turn out like this more often, as Hyatt has been handing out new room key cards for those with Club access with the card that mentions the 2 guest limit.

And at least one property with such keys has even been giving rather unwelcoming commentary about how acesss will be charged if more than two people from an assigned room access the lounge at the same time. I mean what kind of hospitality is involved in telling a single parent of two small young children that they can only use the included lounge if one of them doesn’t go into the lounge or otherwise they will be charged. Based on what I saw, that kind of talk was aimed at a travel party with at least Discoverist status on a booking where the occupancy was set to (at least) 3 people.

Do the Explorist club access awards terms and conditions list a limit of two guests per room when it comes to same-time access to the lounges?
