Health Declaration Form
 
Plan to transit (less than 24 hours) HKG on separate PNRs. Arriving HKG on CX and departing on non-CX (not yet booked). I understand all the covid rules except "Health Declaration" form. As a transit pax, do I have to fill this form?

Is this form to be submitted at boarding the flight to HKG OR for arrival at Hong Kong (again, I am NOT entering HK, just transiting).

Officially Transit is only same ticket and bags checked through to destination, however as I mentioned my bags were checked through but I had 2 separate tickets, that was good enough for transit lane.
I did fill in the Health declaration form & get the Green QR code (really easy) in case I couldn't get my bags checked through. You do need a hotel address though. I only got asked for this at my stopover in Doha NOT in HKG. If transiting this isn't needed, up to you if you want to spend the 10 mins filling the form.
If you haven't booked ticket 2 a One World CX partner should enable interline.

I think now, transit in HKG on separate PNRs is officially allowed. That gives me more flexibility in booking a less expensive flight and can pick departure time etc...
Re Health Declaration form, since I won't have a hotel and don't want to falsify on an official doc, I decided not to do it online. We will see.

Anyone had done that? Pls report!

A lot of hotels and OTAs accept reservations without advance payment.

A submitted declaration with a QR confirmation is a boarding requirement to board a flight to HK where you will land and enter HK.

Just wondering if I am entering HK during the transit, do I need to tell the check-in agent this? Since Health Declaration and antigen test are required for entry, who checks these during check-in/arrival? Just curious if the agent will look at you funny if you tell them you are entering HK during the transit. Thanks.

Sorry I made a huge mistake by not proof reading before posting. The word NOT (in RED) was omitted by error.

SO, in a nutshell, I want to transit without going to landside. Do I need to submit "Health Declaration" at boarding flight? If so, does it have to be in digital form? Thanks.

Yes, I got it. But I am planning to TRANSIT in HKG only. I will NOT be going landside.
Do I still need Health Declaration?

If you are not going landside you don't need to do anything for the HK government.

However if the airline agents believe you will go landside (for example because they refuse to interline your bag on separate tickets, or you stupidly told them you are going landside), they will require the green code before letting you board.

Conversely, if you have a ticket that transits HK, you do not need to do anything to board the first flight. When you land in HK you decide to go landside for a few hours, at that point you will need to do the form for the green code (and in theory you should already have had a negative antigen test, but it's too late and you will imminently be PCR'd anyway).

This is very helpful. You essentially have confirmed what I understood to be the "rules". It is always comforting to have someone on FT to confirm. Thank you!

In the event if my incoming (to HKG) flight does not interline (despite being on oneworld partners flights) my bag, I will carry it on board the flight.

I know that one cannot transit via HKIA to Mainland China. However, how many days would I need to stay landside in HK before boarding a Mainland flight? Is it after 3 days and then board a flight on the 4th?

So this kind of answers my question, but just to follow up. So I will have a CX flight to TPE via HK. If I want to go into down during transit in HK, I don't need to tell the check-in agent anything? I will pretty much only need to submit the health declaration, then submit to the PCR on arrival? Thanks.
