I've looked through the entire thread, but can't fint any info on the PR13CB code. Who/what/where is this code from? Any ID required to use it? Has anyone ever been asked for one? The rate details mentions nothing except this:
We reserve the right to cancel or modify reservations where it appears that a customer has engaged in fraudulent or inappropriate activity or under other circumstances where it appears that the reservations contain or resulted from a mistake or error.

The problem with this rate is
1) it's pre-paid non-refundable
and
2) excludes quarterly promotions.
