Another additional driver question. LAX pick-up.

Apologies if this has already been asked but I've looked through the other additional driver threads and can't find what I'm looking for.

I've booked a car to pick-up at LAX next month (Gold service). I need to add an additional driver who is neither my better half nor co-worker. I understand that I can stop by the counter when collecting the vehicle to complete an "Additional Authorized Operator" procedure. However, ideally I would like to avoid stopping at the Hertz counter altogether if possible so we can get on our way without any delay. Has anyone had any success adding someone (other than spouse / co-worker) in advance? Can I visit my local Hertz office in Spain with the additional driver to complete this procedure? Any advice greatly welcome!

I tried calling the Hertz customer service line but was in a queue for 20 minutes and the call was still not answered.

Thanks

Additional Authorized Operators
- Individuals not automatically covered on the Rental Agreement as Authorized Operators noted above may be signed on as an "Additional Authorized Operator" (AAO). AAO's must be present and may be signed on to the rental agreement at the time of rental or during the rental at any US corporate location.
- Renter and each AAO must be present to sign Rental Agreement, present an acceptable credit card or debit card (if renting city accepts debit cards) in their own name, or a current round-trip ticket (air, train or bus), show valid driver's license, and must be a minimum of 21 years of age. For those 21 through 24 the location's age differential will apply.

We will also pickup and return the car in Los Angeles and we will drive to Nevada where is a driver fee.

Do we have to buy the extra Driver Fee when we leave California, or depends the fee just to the pickup location ?
