Five Star Upgrades - limitations
I just received my 5*-card today and reading through the booklet I found the official rules on upgrades:
Upgrades and Voucher Offers
Subject to availability, one-car-class-upgrades are offered only at Hertz coporate locations in the US and Canada and select locations in Europe, Middle East and Africa.
In the US and Canada, maximum upgrade is to a Premium (Class G) car with a minimum reserved Mid-Size (Class C) car. For Compact 4-Door (Class B) rentals, Hertz will only upgrade to a Full-Size 4-Door (Class F) car.
In Europe, Middle East and Africa, the maximum upgrade is to an Intermediate car with a minimum reserved Compact, i.e. reserve an Economy and drive away with a Compact, or reserve a Compact and drive away an Intermediate.
Now apart from the fact that they apparently don't give upgrades even within these restrictions, it does explain why reservations for larger car classes are never upgraded, especially here in Europe.
