Hertz early return policy 2018

Hi there,
I rarely rent Hertz but it seems it is the best option for my upcoming road trip in New Zealand.
When I searched for the rates for one-way rental from WRE to WLG, it seems the rate is a lot cheaper (approx. NZ$200 less ) for a 4 day rental than 3 days.
I found a few old threads saying that Hertz re-calculated the rates when returning early.
However, according to the T&T on hertz.ca and hertz.co.nz, it seems the rate would not be re-calculated, but I would not get any refund either.
Was this a recent change?
Also, do I need to buy separate liability insurance in NZ if I decline LDW using amex?

The Hirer acknowledges that they shall be liable at the end of the Hire Period to pay Hertz any applicable additional charges, which may include: (a) Charges in the case of early return of the Vehicle: where the Hirer returns the Vehicle prior to the Hire End time (either by his/her own volition or in accordance with clause 5 above), the Hirer will remain liable to pay the hire charges for each day the Hirer has agreed to hire the Vehicle as set out in the Term Sheet

There is no optional LDW in NZ and there is no insurance to decline

The vehicle is insured and covered against damage, though unless you take out Accident Excess reduction or Max cover, there is quite a high accidental damage excess which Amex should cover

Excesses are

NZD 3450.00 (incl GST) for the economy manual, compact manual, compact auto, intermediate auto and fullsize auto car classes,
NZD 4025.00 (incl GST) for the premium wagon, 4WD, luxury 8 seater, luxury sedan and premium 4WD car classes
