if you punctured the sidewall of the tire, can you just replace it yourself?

Hertz UK didn't remove the spare tyre, it was never there. Lots of new cars in Europe don't have a spare.
As for tread depth, the damage report email (when you collect in the UK you get a photo report of the car condition on pick up) includes tread depth on all tyres - all groups of car.

Regardless, I wonder why Hertz in the UK does such detailed damage report emails as opposed to US.

They do gouge their customers. This actually just happened to me. I wanted to take care of it through Hertz. We clearly ran over something on the road. Our car was parked overnight & when we came out in the morning and it was completely flat. We found a small puncture on the tread but it was to close to the sidewall to repair with a patch or a plug. We called hertz & was told the estimated cost of repair would be $1000 because the car would need two tires replaced for balance. This car had 400 total miles on it. We went to a local tire repair shop, the EXACT tire we neede cost $168. The cost to replace both was $400 but the repair shop advised that since the tires had such limited miles & wear we could replace just the one compromised tire. That’s what we did, $188. My AMEX reimbursed me for my cost because it covered the rental. The rental company will definitely gouge you.
