Hertz CDP code for foreigners
Greetings, everyone! It is my first post here. I have some questions about the use of Hertz CDP code. I am helping my friends in Hongkong to rent a car when they visit LA in a few days. I have a code that I tested working, but when they did exactly the same thing as I did, they could not obtain any discount. Is it because they were using Hongkong's internet? Can Hertz.com detect IP address and determine if a code is working or not? I can certainly book the car here in Maryland using my computer and put their name and credit card on the reservation, but would they experience any troubles when they go pick up the car at Hertz using their international driver license and HongKong ID?

Hertz.com does detect locations based on IP address.
Note that if your friends are from Hong Kong they may get a rate with lower or no airport surcharges, free LDW and LIS, etc., which might mean that they do better than someone in the US. This is more likely to be the case at an airport rather than at an HLE.
Most CDPs will work wherever the renter is from (e.g., frequent flyer program, credit card rates) but others (particularly corporate rates) might book into a particular rental class that won't be available to international renters.
Which CDP were you using? Do they have any hotel, frequent flyer or credit cards that they could use to get a discount?

Well, I am a Hongkonger and rented from Hertz in US for multiple occasions over the years.
Whilst I may not be answering the question about CDP issue,
from my experience it is usually easier and probably better to rent directly in Hertz's HK site / hotline.
Say I access the site in HK, the quoted rate is guaranteed and comes
with all sorts of insurance coverage that keeps me protected and worry-free as a tourist driver.
Below is a dummy booking using the HK site,
maybe you can try to use a local CDP and see if it is any better.
