The posted link is outdated.
Class C Texan driver licenses are exchanged since March 2009 without a rules or road test.

Also Australian driver licenses Class C and Class R (and some provisional or probationary licenses) are exchanged without a rules or road test since January 2010.

And for the record now that this thread has been resurrected, in France it depends on which US state issued your driving licence as to whether you have reciprocal arrangements, or whether you have to resit the national driving tests - both theory and pratical. I have seen examples of both these cases.

The Afgani can make us of his license for three month as a result of this 1926 treaty. Otherwise international tourism and business would become very difficult.

However: RESIDENTS are are not visitors. And as TFM correctly said: He could not get a CA license based on his German license and understands this as pretty normal. got my first license at the age of 17 from the wonderful State of Texas and I was able to drive a pick up with automatic gear in a rural area without parking problems, traffic lights and German traffic. This little card was not worth a lot when coming back to Germany and I understand pretty well the reason why.

You can exchange your class G Ontario drivers license for a German class B one without theorie and without practical test.
However, if you have additional classes like class M and want to have the German equivalent,
you have to pass the theorie and practical test for that class.
