USA No Longer High Risk Area

Could someone correct me if I have misread this, but it appears that as of November 12, the USA is no longer considered to be a high risk area?

That would be correct.

Given the reversal in the Covid situation, it only makes sense (the numbers in Germany are exploding at an exponental rate).
